MCE Fiala Fuseini And LaNMMA Ignore Own 2024 "No Road" Finding --Resume Demolitions At Teiman Burger Town
According to the affected homeowners, the Assembly and its current leadership ignored their own 2024 "No Road" findings to resume demolitions at Teiman Burger Town, sparking widespread public outrage and insecurity.
Landowners whose walls and buildings were demolished in the Teiman Burger Town area of the La Nkwantanang-Madina Municipality in the Greater Accra Region have criticized the Municipal Chief Executive (MCE) of the La Nkwantanang-Madina Municipal Assembly, Ibrahim Fiala Fuseini, and the Assembly's technocrats.

According to the affected homeowners, the Assembly and its current leadership ignored their own 2024 "No Road" findings to resume demolitions at Teiman Burger Town, sparking widespread public outrage and insecurity.
To support their claims, they provided voice recordings of a May 2, 2024, meeting, pictures of the technical team’s site work, and photographs of unlawful demolitions and excavations conducted by LaNMMA from June 3, 2026, to the present.
They stated that the La Nkwantanang Madina Municipal Assembly (LaNMMA), officially confirmed on May 2 2024 that the approved Teiman Layout Plan shows no road passing through Mr. Kingsley Kwafo Ottopah’s and other victims’ lands at Teiman Burger Town.

According to them, on June 3 2026 the same Assembly under the new leadership of Faila Ibrahim moved in with excavators to demolish more properties on those same lands, under the guise of a government-approved road project for Teiman, with impunity.
The affected homeowners pointed out that this
publication is supported by an intercepted voice recording on May 2, 2024 meeting at LaNMMA where Coordinator Madam Abena Kwesiwaa Kyei and Municipal Works Engineer, Mr. Richard Kwesi Arthur confirmed “no road” on the Teiman Layout Plan.
They showed the various pictures of the technical team’s site work from the 11th March 2024 visit showing survey of Mr. Kingsley Ottopah’s land

They also provided three pictures of unlawful demolition and excavation by LaNMMA from 3rd June 2026 to date, showing ongoing destruction of properties at Teiman Burger Town
On timeline of Events– Based on Assembly Records & Petitioner’s Account, the homeowners pointed out that between 24th and 25th January 2024, there was Unlawful demolition of properties belonging to legitimate homeowners occurred at Teiman Burger Town by individuals.
They asserted that after 25th January 2024,
the LaNMMA was petitioned by affected homeowners, including Mr. Kingsley Kwafo Ottopah, to investigate the illegal exercise.
They said the then Municipal Chief Executive, Madam Jennifer Dede Afagbedzi, denied knowledge and set up a technical team to investigate the unlawful demolition.
They noted that on March 112024 the technical team visited the site with the approved Teiman Layout Plan to verify road reservations.
They indicated that on May 2, 2024: LaNMMA invited Mr. Kingsley Kwafo Ottopah and the persons who carried out the unlawful demolition to a meeting at the Assembly. Coordinator Madam Abena Kwesiwaa Kyei led the team, assisted by Works Engineer Mr. Richard Kwesi Arthur.
They revealed that at that meeting, Madam Abena Kwesiwaa Kyei and Mr. Arthur, using the Teiman Layout Plan, made it clear to all invitees that the findings proved no road passes through Mr. Kingsley Ottopah’s land
They said yhe individuals who carried out the 2024 demolition apologized. Assembly management promised to put the findings into writing. Residents say that written report has not been issued to date.
Mr. Kingsley Kwafo Ottopah, an affected property owner in Teiman Burger Town, has petitioned government authorities to halt unlawful demolitions and dismiss the Municipal Chief Executive (MCE) of the La Nkwantanang Madina Municipal Assembly (LaNMMA), Mr Faila Ibrahim.
He alleges that the Assembly is unjustly destroying properties without following legal road reservation requirements.
Following an unlawful demolition on January 25, 2024, the former MCE, Madam Jennifer Dede Afagbedzi, formed a technical team to investigate the incident.
On March 11, 2024, the team used the approved Teiman Layout Plan to verify road reservations.
During an official meeting on May 2, 2024, LaNMMA officials—including Coordinator Madam Abena Kwesiwaa Kyei and Works Engineer Mr. Richard Kwesi Arthur—informed all stakeholders, including the original demolishers, that no road passes through Mr. Ottopah’s land.
The demolishers apologized, and the Assembly promised to issue a written technical report.
The Dispute and Recent Demolitions
Withheld Documentation:
The Assembly failed to issue the promised written report. Mr. Ottopah subsequently petitioned the new MCE, Hon. Faila Ibrahim, to release it.
Land Surrender Request
Mr. Ottopah alleges that Mr Faila subsequently suggested he and other homeowners surrender a portion of their land to serve as a road.
Upon his refusal, she terminated the call abruptly, an exchange he claims to have recorded.
2026 Demolitions
On June 3, 2026, LaNMMA deployed excavators to destroy more properties in the area.
The Assembly claims it is acting under a government-approved road improvement contract tied to the same Teiman Layout Plan that previously proved Mr. Ottopah's property was not in a road reservation.
Homeowner Demands Written Report:
Affected residents are demanding the official release of the technical report promised on May 2, 2024, halt and compensate
They womeowners want an immediate cessation of all demolition activities until the contradiction is legally resolved, as well as full compensation for structures destroyed without due legal process.
MCE Dismissal
The affected residents are requesting that President John Dramani Mahama dismiss the LaNMMA MCE to protect the state from paying judgment debts resulting from unauthorized state actions..
Current Status
According to residents, official petitions have been filed with the Presidency, the Greater Accra Regional Minister, the Regional Coordinating Council, the Minister of Local Government, and the Commission on Human Rights and Administrative Justice (CHRAJ).
They are awaiting formal responses as LaNMMA and Hon. Faila Ibrahim have yet to publicly explain why the initial "no road" finding is being bypassed.
