The National Democratic Congress (NDC) caucus led by Haruna Iddrisu has demanded President Nana Addo Dankwa Akufo-Addo's government to provide to Parliament the handing over note as required by the Presidential Transition Act 2012(Act 845)

In a press briefing by the Leader of the NDC wing in parliament, he told pressmen that, "as you are aware, after a presidential election, some responsibilities and duties are placed on an Incoming President that are germane for the general governance of the country."

Mr Iddrisu revealed that pursuant to section 1 of the Presidential (Transition) Act, 2012 (Act 845), President Nana Addo constituted a transition team which had specific responsibilities to undertake.

"He constituted a transition team and it is however not enough," he said.

"The team has specific responsibilities to undertake. Section 6 of the Presidential Transition Act, 845 requires that the government prepares handing over notes 30-days to the presidential elections. Whether this has been complied with I am in doubt.

"Whether all Ministries, Departments, Agencies and all other Public Institutions of states have prepared handing over notes as required."

According to the leader, section 6 of the Presidential (Transition) Act, 2012 (Act 845) requires that the Government to prepare handing over notes 30 days to the Presidential Election.

"Has that been complied with? I doubt! " He questioned.

"All is in breach of it and to remind the President of the provisions of Article 58 of the constitution where he has a mandate to enforce the laws of Ghana which further means that he has a responsibility to respect the laws of Ghana.

The section 7 of Act 845 requires the Administrator-General shall make available to the person elected as President the original copies of the handing-over notes: (2) Of the five other copies, (a) the Administrator-General shall retain one copy, and (b) one copy shall be sent respectively to (i) Parliament, (ii) the Chief Justice, iii) the Council of State, and (iv) the Public Records and Archives Administration Department.

The two-term leader of the NDC caucus in parliament indicated that the incoming Ministers need the notes to guide them in policymaking and implementation.
