Teiman Road Project Saga: LaNMMA Exonerates Teiman Chief!-Confirms Alignment With Layout Plan
The Assembly's clarifications on the Teiman Burger Town road land disputes prove that the Chief of the Teiman Divisional Area, Nii Manle Dzahaa I, is innocent.
The management of La Nkwantanang-Madina Municipal Assembly in the Greater Accra Region has finally broken the silence over the land dispute regarding the ongoing disputes in line with the layout plan for a road project in Teiman Burger Town area in Accra.
The Assembly's clarifications on the Teiman Burger Town road land disputes prove that the Chief of the Teiman Divisional Area, Nii Manle Dzahaa I, is innocent.
The Assembly exonerates Nii Manle Dzahaa I from the claims by Kingsley Ottopah and his followers that the chief ordered the road built on an unapproved government layout plan.
The Assembly, led by the Municipal Chief Executive (MCE), Mr. Ibrahim Faila Fuseini, described the litigant, Kingsley Kwafo Ottopah, as an encroacher on the government layout plan land earmarked for an existing road project in Teiman Burger Town.
The Assembly clarified that the complainant, Mr. Kingsley Kwafo Ottopah, does not have a building permit to carry out any construction on the land, as he is encroaching on an existing road in Teiman Burger Town.
The Assembly could not fathom why Kingsley Ottopah had consistently defied the Assembly’s orders to refrain from encroaching on the road. It added that the Assembly intends to prosecute him at the Madina District Court, in compliance with the provisions of the Local Government Act (Act 936) and the Land Use and Spatial Planning Act (Act 925).
This statement was contained in an official letter written by the Assembly to the Ghana Police Service.
"It was in response to a police inquiry verifying the concerns raised in Kingsley Ottopah's petition. Ottopah alleged that the Municipal Chief Executive for La Nkwantanang-Madina, Ibrahim Fiala Fuseini, collaborated with Nii Manle Dzahaa I to demolish properties belonging to Ottopah and several other landowners to clear the way for a local road project outlined in an unapproved government road layout plan.
During the investigation on Wednesday, June 10, 2025, five police investigators from the Criminal Investigation Department of the Greater Accra Regional Police Command escorted the Municipal Engineer of the La Nkwantanang-Madina Municipal Assembly to the project site at Teiman Burger Town.
Based on a critical assessment of the site—corroborated by the cadastral plan documents at the Municipal Assembly—investigators confirmed that the ongoing road construction is in line with the layout plan for the Teiman development projects
However, on Thursday, June 11, 2026, the chief of the Teiman Divisional Area, Nii Manle Dzahaa I, and the complainant, Kingsley Ottopah, were invited to the Greater Accra Regional Police Command.
During the meeting, held in the office of the Greater Accra Regional Police Command's Crime Unit, the Crime Officer read a response letter from the La Nkwantanang Madina Municipal Assembly.
The letter, signed by the Municipal Chief Executive (MCE) of the La Nkwantanang-Madina Municipal Assembly, Mr. Ibrahim Faila Fuseini, was addressed to the National Crime Officer of the Ghana Police Service Criminal Investigation Department (CID) National Headquarters.
The Assembly's letter was in response to a petition filed with the Inspector General of Police (IGP) by complainant Kingsley Ottopah, who had urged the IGP to investigate the Assembly and the Chief of Teiman for allegedly teaming up to demolish properties belonging to Ottopah and more than ten other homeowners to make way for a road construction project in the Teiman Burger Town area.
The one-page letter, referenced RCID/ AR.18/ V25 /119 and dated June 9, 2026, reads in part: "The Assembly writes to inform your outfit that the complainant, Mr. Kingsley Kwafo Ottopah, has no building permit to carry out any construction on the land, as he is encroaching on an existing road at Teiman Burger Town."
The letter stated categorically that Kingsley Ottopah has consistently defied the Assembly’s orders to refrain from encroaching on the road. It added that the Assembly intends to prosecute him at the Madina District Court, in compliance with the provisions of the Local Government Act (Act 936) and the Land Use and Spatial Planning Act (Act 925).
The letter pointed out that the Greater Accra Regional Urban Roads Department in collaboration with the Assembly, has awarded a contract to a service provider for the construction of roads and drainage infrastructure in the Teiman community.
The letter explained that the scope of work includes the road that the complainant is currently attempting to encroach upon. Consequently, any unauthorized occupation or obstruction of the said road may interfere with the execution of the project.
The letter clarified that the Chief of Teiman has been instrumental in preventing the complainant from encroaching on the existing road. His proactive intervention and commitment to safeguarding public infrastructure are highly commendable and deserving of recognition.
The letter stated that the Assembly appreciates his efforts to ensure the road remains free from unauthorized encroachment, thereby facilitating the successful implementation of the road and drainage construction project.
