Man, 41, rapes and impregnates 15 year old deaf and dumb girl

The Department of Social Welfare in the Twifo Atti-Morkwa District of the Central Region is investigating the case of a 41-year-old chainsaw operator, Mr Albert Quansah popularly known as Joe reportedly to have raped and impregnated his sister-in-law's 15 year-old old deaf and dumb daughter.

The district social welfare commenced investigation after the mother of the victim, Madam Fatima lodged a complaint.

Madam Fatim explained that, Joe Quansah (the suspect), his wife Madam Joyce Abagah popularly known as Hssana, herself (Fatima) and the victim together with the entire family, travelled to Twifo Kayireku to observe a one week celebration of their father in law.

Madam Norah Abagah further explained that she noticed some physical and behavioural changes on her 15 year old daughter after the one week celebration. 

"So she begun interrogating her daughter and she revealed that Joe Quansah, forcibly had sex with her when they travelled.  

The district social welfare has started investigating to bring the culprit to book.
