She said to CNN, "I saw him do it... I observed him while sitting next to him on a plane as he went through papers, tore some up, and put some in his pocket.
"Because I specifically remember wondering, 'Why do those go in his pocket?'"
The identical accusation—that the former president illegally tore up several documents—has been made before by officials.
He said he had been working with the National Archives on the probe in a statement at the time.
