The Tema Development Company (TDC) will submit copies of its working planning schemes to the Ashaiman Municipal Assembly (ASIIMA) in the Greater Accra Region and also collaborate with all relevant stakeholders in the preparation of new working planning schemes covering the municipality.

This agreement was contained in a joint communique issued after the meeting which was held on Tuesday, June 28, 2021, between TDC and ASIIMA.

The communique was signed by the General Manager in charge of Operations in TDC Development Company Limited, Mr Samuel Asante, Protocol Officer, Mr Ian Okwei and Presiding Member (PM) of Ashaiman Municipal Assembly, Mr Azogi Ananga.

There is an ongoing dialogue between TDC and ASHMA to arrive at an agreed decision to ensure that the issue is amicably resolved in the interest of all the parties involved.

In view of this, a site inspection exercise has been scheduled on Wednesday 30th June 2021 at 10:00 am involving the Management of ASHMA, TDC and some Assembly members.

Submission of TDC Schemes to ASHMA

According to the communique, it was decided in the meeting that, a working group made up of officials of TDC and ASHMA will be established to examine all spatially related activities affecting the Municipality and report same to the Municipal Spatial Planning Committee.

Finally, the communique asserted that TDC will be invited during General Assembly meetings to brief members of the Assembly on their activities and to address concerns affecting the Municipality which bothers on their operations.

Permit Processing

As per the Local Governance Act 2016 (Act 936) section 106, the communique noted that the authority mandated to issue building permits to prospective developers is ASHMA.

However, the communique stated that TDC will continue to confirm ownership (Title to the land as stated in regulation 3 of the National Building Regulation) and conformity of the proposed development with their local plans before such applications are forwarded to the Assembly for the processing of building permits.

Again, it said TDC will continue to attend technical sub-Committee meetings of the Assembly to assist in the processing of building permits as a co-opted member. This will be in line with section 39 (3) of the Landuse and Spatial Planning Act 2016 (Act 925).

ASHMA LANDS

Finally, on the above issue, the communique pointed out that it was agreed that, TDC will prepare documents covering all lands released to the Assembly.

It noted that the Assembly members are required to assist TDC to identify undeveloped lands within their electoral areas which fall within the areas earmarked for regularization that can be used to provide certain essential social amenities for the community.
