Civilians in South Sudan who fled the fighting between 2013 and 2016 are being dissuaded from going back since soldiers are still living there, according to peace monitors.

The leader of a group monitoring the truce, Lt-Gen Asrat Denero Amad of the Ethiopian army, informed participants that dozens of civilians' homes were still being held by government troops.

He made no mention of where the occupied buildings were located.

According to Gen. Asrat, government forces occupying homes is delaying the return to normal living.
