Winneba Fancy Dress  Amends Constitution -As It Adds New Group Called Number Five

Members of the Winneba Fancy Dress have amended their existing regulatory constitution and agreed to add another a new group to the existing group which is number five(5).

Members of the Winneba Fancy Dress have amended their existing regulatory constitution and agreed to add another a new group to the existing group which is number five(5).

The members agreed that since the new group of number five(5) was accepted it means that they had placed a total ban on creation of a new group in the Winneba enclaves of the Central Region.
The agreement was reached during a meeting held in Winneba.

Fancy dress is a group of people or organisation who entertains people during occasions for people to dance and laugh to release their stress. 
Anchors being called by the people of  Western Region are normally found in Takoradi, Winneba and Swedru during occasions.
For the groups or the organisation to work effectively they have to get a constitution to guide them in their day-to-day affairs for the groups to move on successfully 
With this the Winneba fancy dress groups with the federation sat down to decide and amend their constitution and add certain things to it to make the group or the organisation work effectively.
They all agreed to add another group to the existing group which is number five(5).
They agreed that the carpet crossers or those who normally move from one group to another group with no reasons should produce letter from the federation before accepted in the other group or elses the new joining group will not receive any money after performance.
They also added that there should be no more creation of any group to the five groups again until  maybe from fifty years going.
They decided that before "you can be appointed to the federation you should be a person who have gone out to perform with the group for ten(10) years."
After the programme the former secretary for the Federation, Mr. Fiifi Eneful noted that they were very happy they all came together to change certain things in their constitution to help them going forward 
He said they were four groups which they all decided to sit down for the negotiations but the number one(1) couldn't come base on their own reasons which is best to them but in all they have all agreed to have changes in the constitution and it will help them a lot.
Some of the members of the Federation shared their thoughts on how the new changes will help them as a group members 
 The tradition of masquerading emerged from contact with Dutch colonizers who introduced putting on masks and wearing fanciful attires to socialize in many coastal towns in Ghana. 
The people of Winneba adopted and owned this practice by setting up various masquerade troupes—as far back as the 1930s—to create elaborate characters and perform with marching bands for their townsfolk.
 In 1957, the institution was formalized by Ghana's first president, Dr. Kwame Nkrumah, who sponsored the first parade to mark Ghana's independence. 
The 60th edition of the festival was spread over an entire week and comprises, exhibitions, panel discussion, tours, various marching floats, all of which culminated into the final parade on new year's day where the four troupes competed for a trophy.
