THE Shambolic Appraisal Of The 1D1F And The Frivolous Giving Out Of The States Money Through Tax Wavers As Embedded In The 2024 Budget Reloaded. 

The minority in Parliament must reject the tax rebate action plans proposed for the 50 listed so called 1D1F initiative because, 96% had already existed.

The minority must again, desist from engaging in whatsoever discussion on them because, like I said earlier about 96% all those companies listed for tax waver under the 1D1F had existed before 2016 and 2017 and do not fall within the remit of the shambolic 1D1F proposition.

As regards the policy guideline for the 1D1F, the intention of that project as propounded by Dr. Mahamudu Bawumia, was to add-on to the existing 96% firms as stated above in every district of ghana; which was why the slogan 1District, 1Factory.  

The policy categorically, was aimed to embrace manufacturing and not service provision. This in fact and many other consideration of the 1D1F has become a political gimmick by signaling it's fail proposition to Ghanaians other than the positive enthusiasm posed by the NPP. 

Candidly, in their 2016 manifesto, coupling the eminent general election, which the Honorable economic Messiah pointed to journalist as not being a dead goat economy, as not being a dumsor economy etc, this magnificent idea of 1 District 1 Factory in other words 1D1F was born fantastically.

The idea as at then wasn't about existing manufacturing plants or encapsulation of service rendering entities. If I recalled, the intention was to build new factories in every district of Ghana more so, depending on the natural resource availability of each particular district.

So to say, where there is so much pear, mangoes, shear butter etc., a processing plant is/was going to be put up to process and add value to the products which will mean, we will sell or export the processed fruit other than in its natural state or a commodity.

 MERITS OF 1D1F

1. This initiative, if properly planned will see more factories build. 

2. It will also aid the reduction in unemployment.

3. It will see an increment in revenue in that more workers will be taxed. 

4. As incentive to the investor, corporate tax will be reduce or some tax holiday or waver will be given to these new companies.

Again, the focus of 1D1F wasn't targeted at existing companies as was presented in 2016 by the NPP led by Nana Akuffo-Addo and Dr. Bawumia (the economic whiskid).


Nevertheless, the NPP had ensure, this magnificent idea born by they themselves has failed woefully due to the ill-approach to the execution of it's policy guidelines and the swift implementation of the strategies in that policy guide book.

This to a higher pedigree informs me, all the men they rant, the men the NPP flaunts and boast off, have splendid ideas but lacks the strategic approach to enact those ideas not alone, execute them.

Indeed, its 2024 budget statement intended for 2025 read by the Chancellor recently, the finance minister was heard crystal clear pronouncing some 400 billion dollars as tax bate to some 50 companies including B5, Fero Fabric etc.

In fact, I was nauseated on the chancellor's pronouncement of all these existing factories. It therefore appears to me, the NPP had subtly modified it's intention of of this flagship idea. My question now is:-

(i) Was 1D1F targeted at existing companies or new ones in every district of the country? 

(ii). Are any of these actual 1D1F in existence at all, because I haven't realized any in my district.

You see, this rulling NPP government has lied and continue lying to Ghanaians and they still keep lying. Existing companies which are already performing, why the decision on tax holiday to the tune of 400billion dollars.

Well, to some experts, it's a commercial advantage to companies on free zone policy, but is that decision good for Ghana now? I stand to challenge the ambiguous connotation that, tax wavers does encourage higher numbers in terms of recruitment because, the country is already at the intensive unit and instead of the government to diagnose rightly, it is rather decapitating it, and that's bad governance.

Let be serious as a country and stop lying to ourselves as Ghanians, only for political expediency. Whatever we present in our manifesto as political parties must be well thought through and must be what we do. 

It is prudent for the NPP to bear in mind that, if its intent was and is, to through dust into the eyes of the ordinary Ghanaian's, by modifying their laudable and flagship idea 1D1F, by pulling companies already in operation years before and fictitiously giving to them monies belonging to the state only in the name of tax exemption and thereby super multiplying the debt woes of the country, we the concerned Ghanaians have heard it loud and clear but, our thumps will presume the talking while we gag our mouths come 2024 December 7th.
