NDC Youth Leader Petitions Speaker  And Ministers Over Kusaug Youth Killings And Brutality By Security Operatives; Demands Probe Into The Crisis 

The National Democratic Congress (NDC) Youth Organizer hopeful for the Binduri Constituency in the Upper East Region, Mr. Abugri Timothy Agengri, has petitioned the Speaker of Parliament, Rt. Hon. Alban Sumana Kingsford Bagbin, the Minister for the Interior and the Minister of Youth And Empowerment, Mr. George Opare Addo, Esq.

The NDC firebrand is calling on these top figures to intervene and ensure an investigation into the continuous killing and brutalization of young people in the Kusaug Traditional Area by state security operatives.

The two-page petition, dated Tuesday, September 15, 2026, was copied to the National Youth Authority, the President of the National Youth Parliament of Ghana, the Commission on Human Rights and Administrative Justice (CHRAJ), and the Ghana Armed Forces High Command.

The petition bemoaned that for far too long, the youth of Kusaug—in Bawku, Binduri, Garu, Pusiga, Bugri, and surrounding communities—have lived under a cloud of fear.

According to the petition, what is meant to be a peacekeeping operation has turned into a pattern of alleged excessive force, assaults, and extrajudicial killings. Our youth are targeted, not protected.

The petition lamented that the latest case to break the hearts of citizens is the killing of Issaka Abdulai.

The petition clarified that Mr. Issaka Abdulai, a young, unarmed lecturer in the Science Department at Gbewaa College of Education, Pusiga, was allegedly beaten to death by personnel of the Joint Task Force (JTF) on the night of Friday, September 11, 2026. This occurred while he was returning home from work on his motorbike, shortly after curfew.

According to his family, the college management, and statements from the Kusaug Youth Movement, he was not armed, posed no threat, and should, at worst, have been arrested in line with the Public Order Act, 1994 (Act 491).

Instead, the petition emphasized that he lost his life, explaining that his death has triggered protests and deep pain across Kusaug. This cannot be swept under the carpet.

The petition stated that the family is now awaiting an autopsy report ordered by the IGP and has threatened legal action if assault is confirmed. However, justice should not be left to the family alone. This is a youth matter and a national matter.

As the youth leadership of this country, the petitioner called on the Youth Ministry and the Youth Parliament to demand an immediate, independent, and transparent investigation into the death of Issaka Abdulai. They requested that this be jointly led by CHRAJ and an independent panel of the Military High Command, as demanded by the Kusaug Youth Movement.

The petition further demanded the interdiction and prosecution of all security personnel found culpable in the killing of Issaka Abdulai and other youth in Kusaug, in accordance with the Criminal Offences Act, 1960 (Act 29).

The petition stressed the need to commission a broader inquiry into the pattern of alleged brutality against civilians in Kusaug—including cases reported in Garu, Bugri, Binduri, Bawku, Ashaiman, and Wa.

The petition emphasized the need for top state figures to ensure compensation, counseling, and support for the family of Issaka Abdulai, as well as all other families of youth killed or brutalized by state security in Kusaug.

The petition demanded the mandatory retraining and reorientation of all JTF personnel deployed to Bawku/Kusaug on rules of engagement, human rights, and youth protection, as well as the facilitation of a Youth-Security dialogue forum in Binduri and Bawku.

The petition also called on leaders to make a public statement condemning the killing and affirming that Ghanaian youth, including Kusasi youth, deserve protection, not persecution.

"We cannot continue to bury our promising young lecturers, students, doctors, and farmers and call it collateral damage of a conflict. The death of Issaka Abdulai must be the last. If we fail to get justice for him, we fail the entire youth of Kusaug.

"We, the youth of Binduri and Kusaug, have been peaceful. We want peace. But there can be no peace without justice.

"We humbly await your urgent intervention within 10 working days," the petition reads.
