It is sad to note that, the proposal has been accumulating dust instead of comments and actions for well over two (2) years now. A clear repudiation and disregard for labor negotiations by the Ministry of Finance.

CLOGSAG has called-off the strike

National Executive Council  (NEC) of Civil and Local Government Staff Association, Ghana at its meeting held on Thursday, 20th January 2022 has reviewed the Memorandum of Understanding (MOU) between the Government and CLOGSAG.

 In a press statement signed by the Executive Secretary, Issac Bampoe Addo, the National Executive Council of CLOGSAG has decided to call off the strike, however, all workers should organize themselves and resume on Monday, 24th January 2022.

 The executives are very grateful to their members for their support as well as the print and electronic media for covering their activities.

 The Regional Executive Council resolves that the strike action when commenced shall not be called off until all demands have been met however Members are urged to be steadfast and not kowtow to any form of persuasion or threat from anyone or authority to report to work.

At its Regional Executive Council Meeting held on Tuesday, January 18, 2022, at the Pempamsie Hotel conference Hall, the Regional Executive Council discussed the worsening conditions of Service (CoS) of members of the Association and the failure of the Employer in addressing the plight of members.

It would be recalled that the Civil and Local Government Staff Association of Ghana put forth a unique condition of service for members of the Association since 2019.

The proposed condition of service after its acceptance by the Joint Civil and Local Government Service Councils was then submitted to the then Senior Minister who is currently the Special Presidential Advisor, based on Cabinet’s directive.

An Ad-hoc Committee was formed to evaluate the proposals comprising the then Senior Minister, Representatives from the Ministry of Finance, Ministry of Employment and Labour Relations, Head of the Civil Service, Head of the Office of the Local Government Service, Fair Wages and Salaries Commission and the Civil and Local Government Staff Association of Ghana.

The Ad-hoc committee recommended that the proposals be forwarded to the Ministry of Finance for perusal and comments.

 In a Press Statement signed by the Regional Secretary, Alhaji Apam Nuhu, It is no gainsaying the fact that all those other Public Services with exception of the Civil Service and Local Government Service enjoy a distinct and enhanced salary structure and different conditions of service, as such not part of the single spine salary structure.

“ It is therefore fair, just, appropriate, genuine and equitable, the demand for a unique condition of service by the Association”, it stated.

“The bad faith and intransigence demonstrated by the Ministry of Finance over the past two years can no longer be accepted as there is so much uneasiness among members in the Region. The delays in bringing closure to this matter only go to exacerbate the already fragile situation”, it added.

“In view of all the above, we are not prepared to see our Members suffer as a result of someone’s negligence or intransigence. Our pleas have fallen on deaf ears and the status quo remains. We cannot continue to endure this.”, it explained

“Indeed, for how long shall we are ignored and for us to continue to look on unconcerned”, it queried

“The Central Region Chapter of the Association made up of all the twenty-two (22) Metropolitan, Municipal and District Assemblies, Focal Persons from the Departments and the Regional Coordinating Council cannot be strikebreakers and do hereby on this Tuesday, January 18, 2022, unanimously endorse and validate the decision of the National Executive Council (NEC) of the Association and do hereby declare our absolute and unbendable willingness to embark on the nationwide strike action beginning Thursday, January 20, 2022”, it stressed

“In as much as we do have unconditional confidence in our National Leadership, we wish to caution that, the overly patient nature of our members should not be taken for granted and therefore charges the National Executive Council to be resolute and resilient in championing the fight for better conditions of service”, it emphasized
