THE NATIONAL Democratic Congress (NDC) has punched a deep hole into the performance tracker as part of the list of achievements and records of social and infrastructure developmental projects and programmes executed by the current New Patriotic Party (NPP) led President Nana Addo Dankwa Akufo-Addo/Dr Mahamadu Bawumia administration.
The NDC exposed the ruling NPP government   for laying false claims to projects and programmes executed by the previous NDC government and its Members of Parliament (MPs).
In a press statement copied to Soireenews. com, the NDC identified false claims in the performance tracker and called on the general public to ignore fake social and infrastructure records and achievements by the NPP being published by its performance tracker team.
Below is the statement of the NDC
FALSE CLAIMS IN THE PERFORMANCE TRACKER 
1.According to the Foreign Affairs Ministry's performance based budget estimates for 2017, the total revenue accrued from issuance of passport was 19.2 million Cedi but the tracker claims it was 1.1m Cedi. 
Then claims further that it shot up to 56.7 million Cedi in 2021 as a result of digitization when the 2022 budget states clearly states that issuance if passport yielded 37 million Cedi. A false impression created about impact of digitization. 
2.Jobs in health sector:The government tracker claims to have recruited 319,284 new individuals into the health sector. This turns out to be a lie, according to their own  documents.
 Per Appendix 7 of the 2017 and 2023 budgets, the workforce under the Ministry of Health has increased by only 78,534, compared to the over 300,000 government is reporting on the tracker.
3.General Job creation contradictions: 2024 budget: 900,000 jobs in private sector and 1.4 million in the public sector. Dr. Bawumia's speech at UPSA: 970,000 jobs in the private sector and 1.2 million jobs in public sector.
Performance Tracker: 267,939 in the private sector and 1.8 million jobs in the public sector. One of them is lying. Fact is, unemployment rate has moved from 8% to 14% under them with close to 800,000 people according to World Bank moved into poverty. 
4. An Artificial turf (Astro turf) constructed by old students of Mfantsipim School was captured in the tracker as government achievement. 
5.Performance Tracker says the government has desilted the Korle Lagoon in 2022 and conducts regular desilting.  
Residence and Assembly Members tell Joy FM that they've never seen government desilting the lagoon. They say it's their MP, Zanetor Agyeman Rawlings who does it. 
6.The road from Atebubu to Kwame Danso was captured as 100% complete. False. 
7.A school built Action Aid an NGO at Pusiga, The Pusiga Girls Model Primary and JHS was captured. False. 
8.The Sawla Kokrompe Road was captured as completed. It is false we have pictures of residents showing it's not complete
9.Go to Buem Constituency. Jasikan to Bodada road, they said it's under construction and at 50% complete. Likpe Bakwa to Dzolu Feeder Road, the MP for the area has confirmed nothing is going on there. 
10. The tracker claims there was zero policy to encourage the setting up of factories until 1D1F. Meanwhile, with 1D1F, the NDC's record in industry is superior. Between 2013 to 2016 industry averaged 34.3%. Under them, between 2017 to 2022 industry averaged 32.5% Within the same period under them, manufacturing did 12% growth average. They managed 11.4%Construction, we did 8.3%, they managed 6.8%
11. According to the tracker, ECG revenue went up 25% as a result of digitization. Bawumia in his UPSA speech in paragraph 87 claimed a 166% increase in ECG revenue. Who's telling the truth
12. Online passport application was initiated by the Mahama administration in 2016. It is false to create the impression that it started in 2017 as the tracker did.
  
13. Per the Foreign Affairs Ministry's Programme Based Budget Estimates published in 2022, the revenue accrued from the issuance of passports was 37 million Cedi and not 56.7 million cedi as captured by the tracker. This is also collaborated by the 2022 Budget statement. Also the 2017 revenue of 1.1 million Cedi is false. The actual amount was 15 million Cedi generated in Ghana and 14.2 million Cedi by foreign missions. The impression is being created that we earned less from passport issuance (1.1M Cedi) in 2017 and earned an exaggerated 57 million cedi in 2021 because of a certain digitization by the government.
14. The automation of our ports and the paperless are not the record of the NPP government. The NDC had contracted West Blue to turn the ports paperless.

16.Government taking credit for installing 6,149 telecom masts is shocking. These are things installed by the telecom companies.
17.Claims in the tracker that it takes 9 days to get your birth certificate is false. 
18. The ghana.gov platform was coined from the eservices.gov.gh launched by the NDC administration. Page 123 of the Green Book captures this. It is not an achievement of the NPP. 
19.The e-health captured by the NPP’s tracker falls under the e-transform as part of the broader e-governance structure during the Mahama administration. It is not an achievement of this government. 
The eHealth solution, in 2016 was piloted at the Korle Bu Teaching Hospital, the Upper West Regional Hospital and the Zebilla District Hospital. It is a comprehensive enterprise level system for managing the automation needs of the healthcare environment . 
The components include: (a) Hospital Information Management System (HIMS) (b) Centralized electronic Medical Records System and (c)Radiology Information System/Picture Archiving and Communication System(RIS/PAC)

20.The E-justice project captured by the tracker as the achievement of the NPP was started by the Mahama administration launched by C.J. Wood. Under the e-Tranform project, the NDC Government invested US$5million in e-Justice. 
Three video-conferencing and telepresence equipment were provided to support the Judiciary in the administration of justice. So far, Accra, Kumasi and Takoradi have benefitted from the facility.  The Attorney-General’s office has also been provided with a video conferencing and telepresence facility.

3.The tracker captured a 3 unit classroom block at Sangbaka in Sisala west a project of the Vibrant Village Foundation. It has been deleted
