Tension Brews In Twifo Hemang Lower Denkyira District Assembly As Assembly Members Call For Removal Of Two Top Officers

The aggrieved Assembly members have called on the Minster of Local Government and Rural Development, Mr Dan Kwaku Botwe to sack the procurement officer of the Assembly,  Mr. Jawula Semannu and the budget officer of the Assembly, Mr. Dominic Abbakah for squandering a whooping amount of GH¢161,000 according to the 2021 and 2022 auditor general's report in the district.

There is brewing among the Assembly members and two top officers of the Twifo Hemang Lower Denkyira Dstrict Assembly of Central Region.
 
The aggrieved Assembly members have called on the Minster of Local Government and Rural Development, Mr Dan Kwaku Botwe to sack the procurement officer of the Assembly,  Mr. Jawula Semannu and the budget officer of the Assembly, Mr. Dominic Abbakah for squandering a whooping amount of GH¢161,000 according to the 2021 and 2022 auditor general's report in the district.
The upset assembly members further threatened an upheaval meeting if the two officers are seen in their next assembly sitting.
According to the spokesperson of the Concerned Assembly members, who doubles as Assembly Member for Hemang West Electoral Area and also a member of Entity Tender Committee of the assembly, Hon. Napoleon Asante Adjei (Kofi Sense), the Auditor General's report has shown that the procurement officer and the budget officer have purchased 1 Single Face Electricity Meter at the cost of GH¢ 5,000 for the assembly without a receipt.
 Meanwhile the assembly has already purchased 23 single face electricity meters for only gh10,000 which are not being used for now so why additional just 1 single face mater at such a bloated price, they inquire.
Again, in 2020 the assembly received GH¢ 100,000 from the Coronavirus-19 (COVID-19) Relief Fund to buy health equipment to support healthcare delivery in the district. The duo (budget officer and procurement officer) have spent the whole GH¢100,000 but able to produce receipt on only GH¢15,000 and failed to account for the remaining GH¢ 85,000.
Additionally, the auditor general's report also revealed that the assembly through the procurement officer and the budget officer have spent another elephantine amount of GH¢71,000 only on fuel in 2022 but again, the two officers could not produce any receipt for such transaction.
The concern assembly members assert that, the Twifo Hemang Lower Denkyira district assembly currently has only two functioning vehicles but sometimes the DCE is unable to attend some important programs due to lack of fund to fuel his car. Despite all this, the two officers claim to have spent such an amount of money on fuel in 2022
The concerned assembly members attributed all these rots to the fact that, the personnel who are posted to head the various departments of the Twifo Hemang Lower Denkyira district assembly are not qualified and competent enough to head departments of district assembly.
